ok, if you define a forum as a public space then it would exist even if nobody was there, but I took the original question as meaning "forum" as a discussion or exchange of ideas. In that sense, It could exist without participants as long as there are poeple that know that they could go there but for some reason don't. That they acknowledge the fact that they could participate in the forum is enough because anybody could butt in at any moment and become a participant in the forum.
As to the question of whether one person is enough, I imagine any television program or lecture where one person is presenting ideas and others listen. This is only one person's ideas so it isn't really a forum unless other people know they can come, but others still could theoretically come and that is possible only with the knowledge that there is a forum taking place.
However much of the question depends on the definition of "forum" which can vary...

It is, if you presume that either of the two answers yes or no can be correct, or if you miss whichever other possibility because your presumptions do not allow for it.
