If sarcasm can be said to communicate covert meaning such as mocking another's intentions or expectations, could we say that sarcasm is genuine in the intent to share knowledge or understanding, or is it more like a genuine display of passive-aggressive behavior which necessarily intends to belittle another? Ad homs are not always fallacious, so would sarcasm follow the same contingencies? Is it always a dishonest means of communicating? Does it indicate a lack of being forthright? Is it displayed in a trustworthy character? Does it indicate a lack of mutual respect?

True...it can be justified, at least in terms of what it infers.
The respect part does take a beating. Of course, the respect sometimes
has washed out just prior to the sarcasm. I guess it can
get problematic due to its indirection...it gets hard to tell
how strong the emphasis is...whether it's a friendly poke
or a wicked hit.

Everything that carries meaning bears intent.
Some polemic types cascade 2 or 3 sarcasms and
exagerations of the other guy all at once when they pass through.
I believe they really have the genuine intent to
communicate that they really despise someone else.
They hate, and the communication says the other person is worthless.
If you mean "communicate" in terms of an open exchange,
that's probably violated.

Although these things could be true and are at times, it is not always the case, is it? Can someone learn to use sarcasm without having bad intentions, without it being ad hom? I would think so.
I can imagine it existing as such in a shared experience between two people in which one is acting out two different third person narratives.
