"What few remember today is that, in the years immediately after the end of World War II, [Bertrand] Russell called for the United States to launch a pre-emptive nuclear strike against the Soviet Union. He suggested that the Allies ought to form a world federation, and then demand that the USSR join it. If the Soviet government refused, as it was almost certain to do, then Russell advocated destroying the Russians before they too acquired nuclear weapons. "
